using Ulead MovieFactory 3? ... is it possible to configure the chapters in a DVD movie so that instead of immediately playing the next following chapter, the movie stops and returns to the main title screen?

Unfortunately, you can't do that in MF3. You could break up the Title into multiple pieces (physically separate video clips). Then configure to return to menu after playing a title.
If you have enough space, you could have one long title, and then separate Titles -- but that doubles your space requirements.
