I just upgraded from PSP9 to Photo Pro X3 and received the KPT Collection as bonus software. I was particularly interested in a KPT plugin called SkyEffects. It's not there though...What happened to it? Can I download it separately somewhere?

From what I understand KPT SceneBuilder and KPT SkyEffects are not available in Corel's package of the KPT filters. I don't know when they were removed though I'm guessing it was after version 6 of the filters.
Unless Corel is willing to release the filter again I don't think you can download it.
