I have a layer with a vector circle. I only want to use a segment of the circle. Placing the cursor on the circle does not give the +ADD. How can I put some nodes on the circle so that I can delete the rest?

The ellipse is it's own special kind of vector that only allows you to set the X and Y radius for the circle. As a result it will always have four nodes.
If you want to add or remove nodes from the circle you have to convert it to a path. Paths, what the Pen Tool creates, are the ultimate flexible vector. To do this select the ellipse and go to the Objects menu and select "Convert To Path" once it's a path you can add and remove nodes using the Pen Tool.
