In timeline mode I select the beginning of a slide (about halfway through the project), then I import an MP3 file. But, it gets placed at the beginning of my project.
Can I make VS do what I want?

If you can, let us know how you managed to..Can I make VS do what I want?
For this I would import the audio file to the library first. Then place the cursor/playhead on the timeline where you want the audio file. Now drag it from the library, and place the left edge against the cursor. It should kind of snap to that point.
