I need help understanding some basic concepts in PSP.
I make a selection by using the selection tool. I choose Elipse and I drag a oval shape selection.
I now see the animated outline of the selection.
if I now choose the selection menu/modify/ I can feather it.
But once I click on the image the animated outline stops and the feathering is no longer available in the selection/modify menu.
Suppose I want to move that selection to another corner and then feather it....how in the world can this be done. As soon as I click anywhere on the image, the selection stops being a selection.
Very difficult to understand.

If you need to reposition the selection, choose Selection>Edit Selection then use the Pick tool to move it. Once it's moved, again choose the Edit Selection option. You can also re-size the selection using the same command.

I prefer Ron's method because it gives you a lot more control over the selection. But there are two other ways to move a selection.
With any selection tool (geometric, lasso, magic wand) hover the mouse over the selection and use the right-mouse button to click and drag the selection around the canvas.
Or you can do the same thing with the Move tool. Just hover the mouse over the selection and right-click and drag to move the selection.
If I'm only moving the selection I'll use this method as I will already have the selection tool active and it's a quick right-click and drag to move it where I want it. But I'll use the method Ron suggested, Edit Selection, if I want more control over the selection and especially if I want to rotate or scale the selection as I don't always make it the right size the first time.

What I don't understand is why you lose the marching ants when you click on the image. I duplicated the steps you described and the marching ants (selection) remained. The only way I could get it to go away was to either hit control D or Selections -> None.

If I right-click with a selection tool (no dragging) it's the equivalent of doing a "Select None" function. If I left click with the selection tool it creates a floating selection and the selection marquee remains.
If I click on the image using the Pick Tool it promotes the selection to a new layer and deselects everything.
So it's likely he's selecting the image with the Pick Tool.
