PSPPX3 installation won't start

PaintShop Photo Pro X3 - downloaded version.
System: Windows 7 Professional.

When I try to run the downloaded file, "PSPP_X3_Ult_PF.exe", logged in as an Administrator, the following message pops up and the installation stops.

I find it strange that the error is reporting the OS as Vista Service Pack 1. You are running Win7 correct?

Out of curiosity, right-click on the downloaded install file, select properties, does it have a security warning at the bottom like this?

I've been noticing this on files that I download. If so, try clicking the unblock and see if it will install.

If you are getting the error

I would suggest that you redownload the installer file from your Corel.com account or from the original order email. The associating temp file may no longer available that is why you are getting that error.
