When I select an Area, and then apply Rotation Everything Rotates, instead of the Selected Area - Why?
(and I have a image example; but, I could not figure how to Insert here via Image shack -most of the codes I tried between the 'IMG' gave strange results)

Also are you trying to rotate the selection outline or the actual selected area itself?
What method are you using to rotate the image? When I click on the "Rotate Right" and "Rotate Left" buttons the whole image rotates. But that's because it's supposed to.
If I use the "Free Rotate" command it floats the selected area to a Floating Selection Layer and then proceeds to rotate that layer. Of course you can't turn on "All Layers" or else it'll rotate the image again.
Now if I use the Pick Tool and grab the rotation handle and rotate it that way it once again creates a floating selection of the selected area and then rotates the result.
If I wanted to rotate the selection outline I would first have to "Edit the Selection." You can do this from the Selections menu or from a special button (paint brush on a selection) on the Layers palette. The selection area will turn translucent red, and now you can use image functions on the selection outline. When you're done just exit the "Edit Selection" mode and you'll see the updated selection outline.
