Is it all possible to show video in a picture frame, then over lapping with a person standing in front?
If so would there be a guide to able to do such a thing?

Sure it's possible. The video that would be "in" the frame would go on the main video track. Your frame would go on overlay track 1. The inside of the frame would have to be a color that could be keyed out using the chroma key function, so the clip on the main track shows thru. And finally, the video of your person in front of the frame would go on overlay track 2. Of course the background of that clip would also have to be keyed out in order to "see" what's behind it - i.e. the video in the picture frame.
