Can this effect be done using corel paintshop pro x3? if so can someone guide me step by step on how to accomplish a similar effect as the image attached?

What you're looking for is in the Effects Menu -> Illumination Effects -> Sunburst

A sunburst is a possibility but it's not quite the same thing as a lensflare. Definately doesn't give the same color variation and halo shapes as a lensflare does. As regards making something like what's shown above which version of X3 do you have? The original or Ultimate?
X3 ultimate comes with the KPT plugins and one of those is Lensflare. Which is pretty close to what you have there.
Without a lensflare plugin, and I couldn't find one online that wasn't payfor, there are lensflare brushes and tutorials for making your own slowly.

Yes I have the ultimate version, with the pluggin you mentioned. Not really much of a tutorial. But if you click on the question mark button when it's open you can get the PDF help file for it that tells you everything about it. Though some have claimed the PDF doesn't start or doesn't start up fast enough.
You can also find all of them in your Program Files directory.
Well....more specifically....let me paste where it is on my computer. Just find your X3 folder in Program Files(x86) and the rest of the link should be the same.

If you click and drag on the preview you can change where the starting point of the lens flare is. And you can change the scale and intensity and colors of the various elements.
