Is it possible to change the default black background color in customize pan and zoom?

I am not exactly sure what effect you are trying to achieve, but there are a couple of possibilities. First, I don't think this applies specifically only to pan and zoom, but it works more generally. Go to Settings > Preferences > General tab, and down towards the bottom, in blue there is "Preview Window" > Background Colour. And if you click on the black box beside it a Colour Picker appears which allows you to change the background colour generally. That colour will of course show when, say, the image on which you are panning and zooming does not fill the entire screen.
But when you Customise the Video Pan & Zoom filter on that photo, down at the bottom of the Customize box, you will see 'Background colour' as well. And if you click first on the button to the left of those words to activate it, and then click on the default black box to its right, again you will be able to choose a colour. But that applies to the photo itself rather than the background of the whole screen. If you then click and drag the Transparency slider immediately above the Background colour control, the selected colour will start to appear through the photo itself. And of course you can increase the transparency of the image -- thus inversely descreasing the visibility of the image itself -- at various keyframes along the duration of the pan and zoom. You could, for instance, start off with transparency set at zero. The photo will then be 100% visible. But then, say, insert a keyframe a quarter of the way along and move the transparency slide up to 25%; then another keyframe at 50% half way along; and a third three quarters of the way along at 75% and then set the final keyframe to 100%. Then on playback of the panned and zoomed image, it will also smoothly slide from a fully visible image to a totally invisible image replaced totally by the seclected background colour.
But again, I stress that though this will be applied to the photo or image itself, it will not apply to the general background of the whole preview screen which, as mentioned at the outset, is controlled through Preferences. You could, of course, set the general background to the same colour as the Customise background colour in pan and zoom. That way, as the photo/image fades out it becomes part of the general background colour.
I have talked mainly about photos or 'images' here because again I am not sure what you are applying the filter to: a photo or a moving video clip. Most video clips will, of course, fill the preview screen and the changed general colour background won't be visible. But you might be inserting video clips into overlay tracks and not expanding them out. In that case, both the general background colour and the background colour transparency of the video image will apply.

I am using the custom pan and zoom for photos. I click on the photo - options - pan and zoom - customize. The customize box opens and I can do a number of things. If the photo is smaller than the frame, the background is black as indicated by the little box titled "Background Color". I can click on the eye dropper or the color box to change colors. All of that is okay except I have about fifty photos in this project and each time I do a custom pan and zoom (every photo) I have to reset that black background color. What I would like to do is have that background color to remain the same (as the default color) on each photo.

If you are not interested in the transparency/background colour aspect, then simply do as I outlined in my first paragraph above. That fixes the background colour for all photos in that project.

I guess I am not explaining my problem correctly. Lets say I have a photo with a particular aspect ratio. When I open the custom pan and zoom, the outlines (dotted) are of a different ratio. If I want to start my pan with the full photo, there are parts of the outline outside of the photo. By default this area will be in black which creates a black background. I can change this black background to another color but this background will always overide the background color set in "Preferences". If I correct one photo and then open another photo I must start all over with the background in custom pan and zoom. I was hoping to change the default black in custom to some other color so whenever I open a new pghoto they will all be the same without manually changing each photo.
Another way os asking: Is it possable to change the "Transparency" color of black to someother default color?

Can the aspect ratio of the dotted lines be changed to match the photo?

Good point
After applying pan & zoom to the first image
From timeline right click image and select Copy Attributes.
Select other images using Shift + Click, right click select Paste Attributes.
This will copy the Pan & Zoom to other images, then customise………..
Other options
1 / explore the Picture – in – Picture filter
2 / Using the image in the overlay track you could use Chrome Key to remove colours
