correcting pulsing video

don't know if there is a way around this - a friend sent me a video - it was taken of
a movie, projected at 24 frames per second, but on a standard projector. This resulted
in a video image that flickers (having been recorded at 30 fps). - for those who are
not familiar with this effect; the image seems to pulse - as though you were tuning the
brightness up and down several times a second.

is there any way to correct this
(basically darken the image each time it flickers bright)?
