Hi Bill

First go to Settings Preferences—tick Show Messages When Inserting First video.
This should prompt you to change the project properties after inserting the first video file, provided this is compliant. (can be useful)

Now Tick Show Start Up Screen
Close and Open the program
Deselect Widescreen 16:9—your project properties should now use 4:3 as default

The prompt does not work for all video file formats. I think it is limited to MPEG or DV (avi). I've never received the prompt when inserting WMV, MOV, or MP4. The reason being is that the project settings that VS allows are restricted to only MPEG or AVI.

Aspect ratio is set on the first screen that has the choices of Advanced Edit, Easy Edit, and so on. They removed the Default settings from the Preferences dialog.

Trevor already told you how to do it:
First go to Settings > Preferences...

Now Tick Show Start Up Screen
Close and Open the program
Deselect Widescreen 16:9—your project properties should now use 4:3 as default
"Show Start Up Screen" is the third box down on the General tab. If you do as Trevor suggests above, then click on the Advanced Edit button above it, then when you look at Settings > Project Properties again, you should find that they show 4:3, and they will remain that way until you tick the 16:9 box on the start-up screen again. See the image below.

Hi
Maybe I confused the issue by mentioning the Show Messages
