HELP: PSP X3 re-install "forbidden"
I was experiencing problems with my PSP X3 software, so I decided to uninstall it an reinstall it again. However, the re-installation hangs after 38% completion with the following error:"This installation is forbidden by system policy". How do I solve this problem?

This error is often the result of a system policy setting restricting the Windows Installer or the Setup.exe program. However, I find this puzzling, as your profile indicates that you are using XP Home, which does not have the policy editor or the mechanism to enforce policies.
Try one or more of the following:
1. Make sure you are logged in using a user account with Administrator privileges.
2. If you are using XP Professional or XP Media Center Edition, go to Control Panel, then Administrative Tools, then Local Security Settings, and then Software Restriction Policies. See if there is a policy preventing this installation.
3. It is possible that there are non-standard security settings on your particular system preventing the installation.
Security settings and policies can be a complex subject, and any changes can have far-reaching consequences. For that reason, seek knowledgeable assistance before making any changes related to 2 or 3 above.

How comfortable are you with editing the registry? Because XP Home doesn't have a group policy editor, policy changes need to be made directly to the registry.
1. Start the registry editor - In the Run section of the Windows Start menu, enter "regedit" and click OK.
2. Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Installer.
3. I think you will see a key there named "DisableMSI" that will have a value of one (or more).
4. Double click on DisableMSI and change the Value data to 0. (That is a zero).
5. Click OK, close the registry editor and try reinstalling PSP. (It's probably not necessary, but I'd restart Windows first).
It is also possible that you will see a key in the same spot named "DisableMedia". If this has a value greater than zero it will prevent you installing from a CD or DVD, so you might need to change that to zero as well.

XP Home users have no chance to get administrative access as XP Prof or Vista/7 users. They have to use the command line, which normally not known.
