I tried that, made new folders, downloaded new plugins. The good news is that nothing was working in PSP 9 or x3, 9 is not working. Still hate the not be able to use x3 since I bought it.

You say you've "made new folders", I wonder what those folders are? What folders have you added to PSP's File > Preferences > File Locations > Plug-ins section?
Have you pointed it to a recent version of Photoshop's plugins folder? (Or Elements). Remove it if you have. Many of Photoshop's newer plugins are not compatible with PSP.
Have you made separate entries for a folder and its sub-folders? If you have, remove the entries for the sub-folders and just have the parent folder listed and have the "use sub folders" option checked.
What versions of the DLLs have you added? There are links to them in this article at the Paint Shop Pro User's Group. They need to be unzipped before use.
If your plugins are still not working, in PSP 9, try removing all the extra folders from File > Preferences > File Locations > Plug-ins, except "C:\Program Files\Jasc Software Inc\Paint Shop Pro 9\PlugIns", and make sure there are no plugins in that folder. There aren't normally, and it's not a good place to put them.
If you run PSP 9 now there shouldn't be any plugins listed in Effects > Plugins.
Create a new folder... perhaps simply "C:\Plugins". Add it to File > Preferences > File Locations > Plug-ins. Add a single plugin to that folder. Pick something simple that doesn't need installing and is old enough to be compatible with PSP. Restart PSP. Does that one plugin work? If not delete it and try adding another one instead to the same folder.
There is no point going any further until you can get one plugin working in PSP 9.

All I have is a seperate folder titled plugins with the preferences pointed to it.

Shelia - I lost track of which version of PSP you're currently trying to use as you've mentioned both - is it 9 or X3?

Also, you may have tried these steps but I thought I'd throw them out there. Have you tried resetting your workspace by exiting PSP and holding down the shift key while launching from the desktop icon? Have you completely uninstalled and re-installed?

OK. If we just concentrate on PSP 9 for the moment, leave the contents of your plugins folder untouched, but remove its pointer from preferences. Make a new folder, maybe called "test", and add that to the folder list in the plugins section of preferences. Add just the simplest plugin you have to that folder, and see if it works.

Hi Sheila

I use PSP Pro x3 as well. I am new but have been using PSP since version 7. I do alot of skinning for IL-2 Sturmovik 1946 and discoverd that I was unable to use the Remove White Plugin to create a blank template. I had to uninstall and reinstall the program and only discoverd that the issue was the patches. I do not know how much room you have on your hard drive ? but a work around may be to rename your Corel folder to something else and then run an uninstall to get rid of all the registry info but still have the program patched. Then do a fresh install un patched in order to use your plugins. I know it is a pain, but if your doing alot of stuff with plug ins it may get you by until Corel fixes the problem.

Hi All,

I know this issue is solved but I thought I would also post my observation when getting this error indicating a requested plugin could not be read or loaded.

On my system with a .DDS plug-in installed, I found that if the image file I was trying to open was several folders down in the folder hierarchy, then it would not load, but other image files would.

The work-around was to re-locate the problematic file to the Desktop or shorten the path names. It appears to me that PhotoX3 can not handle more than 100 characters (give or take) when the complete path and filename are taken into account.

Anyway. I hope this helps someone else out....
