Hello MYSTICBLISS,

When you try to save the file as JPEG, you may want to adjust the compression factor, the lower the factor the higher the quality of the image.

You can access this by clicking on the OPTION button when you click on FILE > SAVE AS... then OPTION button.

What will sometimes help, particularly in XI and X2:
1. Create your new image as 850 x 150 pixels, 72 pixels/inch
2. Flood fill your background color
3. Resize the image: uncheck Resample using, and set Resolution to 300 pixels/inch
4. Set the text tool to the desired font, size, colors, and stroke width (not too big on the stroke width); Anti-alias should be Sharp, and Create as should be Vector
5. Set your text onto the image, and position it as desired
6. Resize the image again: uncheck Resample using (should still be uncheked), and set Resolution back to 72 pixels/inch
7. Resize yet again: Resample using should be checked, and the Pixel dimensions should be 850 x 150 pixels
8. Save the image, merging down, as a .jpg (using minimum compression, as Abiel suggested)

Because you are not printing your image, the Resolution value, which deals with print size, should not make a difference. However, I have seen unpredicted interaction between resolution and text behavior. Temporarily changing the resolution to 300 pixels/inch will sometimes work around this. There is probably more to this, but I have bumped upon it by trial-and-error.
