Nope, I mean this slightly blue screen (how to make this - I know), and what's more important - those stripes that make it look slightly hologramish.

That looks like some special filter. I looked through New Blue FX's filters, and couldn't see any that would produce that. There's not any in VS 11 that would give you that effect.
Try using the ScanLines filter found in FX Bench.
