Making a collage

Making a collage
I am trying to create a collage of photographs, using Corel Paintshop Pro version X3, and I have hit a problem that I cannot resolve. It must have a simple answer but I have been trying for some time now and I am getting quite frustrated. What I want to do is move some of the photo's behind or infront of another photo. How do I choose which photo is on top of another? At the moment the photo I pasted first has the dominant position and I cannot get another photo to sit on top of it. I have never got the grasp of using layers.

When you paste your additional images, are you using Edit>Paste as new layer? Once you have your images together in one file, use the Layer's Manager to drag them up or down, to position them above or below other images. You can even right-click on a Layer, and select Arrange>move up or move down.
