Just in case any of you are interested in other low cost graphic packages, I have just purchased Serif's 'Craft Artist Platinum', which although it appears to be mainly for crafters, actually has very powerful image manipulation, as well as a lot of very useful drawing tools, some better than PhotoImpact's. It's £34.99 from Argos (£39.99 from Serif, for some reason!)
It's a pity you can't view the manual for free, because it shows you the power of the program much better than the Serif website does - they don't cover half of what it can do.

There are a lot of graphic programs available, some free, some middle priced and some over-priced.
I think it is a matter of personal preference and availability or affordable one uses.
PhotoImpact has been one of the lower cost products that did everything.
