FX picture-in-picture How does it work?

I am trying to use the FX picture-in-picture effect,but can't make it work.
I see the inserted picture but not the background,the background is black!
I must say that the instructions are not very clear.
It says: "Place the Picture-In-Picture effect on the clip that should be inserted in the background
and place the background track behind it." ?? Can anyone understand what they mean?
How do I place the background behind the clip afterwards? That's not possible.
But I'm sure someone knows how to do it,so can you please instruct me.

I agree about the instructions, but Ron set me straight. You have to apply a mask mask over the clip in order to get the PiP effect.

Thanks Abiel
After I have the FX-p-in-p on the clip I want to use, I go to Options/Customize filter.
I click on the question mark,and there it is. As far as I can see there is no other information anywhere.
There may be on the NewBlueFX website ?
But BlackLab mentioned mask,and I have now found out about it in Corel Help,
I hadn't used it before,so didn't think to look.
