I think this problem just came recently 13.2.1.20
When creating shadows (eff->3D->drop shadow)
it gives multiple layers if shadow on new layer is checked

Yeah, I get that. In fact I get the extra layers before accepting the change. So the end result is that every attribute change gains its own new shadow. So not only do they have multiple shadows but even the shadows are offset way too much depending on how often the attributes are changed.
The fun part is that you have to have "shadow on new layer" turned off before the dialog starts if you want this to function properly. Selecting the option automatically has the effect applied every time you change an attribute, and if you turn off the option while the dialog is active it'll simply update the shadow on the current layer creating a mixed outerglow effect.
However, if you turn off Preview On Image then Shadow on new layer doesn't make a difference. Sure you can't see your changes but each change is not applied to the image either so it's a mixture of the two.
