I never solved this problem on my system. I wrote it off as a problem for my 1.8ghz AMD-based PC, which is pretty old.
You would think there would be some process of getting this problem to Corel for a future fix.

There is, you call tech support, report the problem and if the can verify that it's something other than your system that's at fault they'll record it. Won't guarantee a fix though.
I do hope a fix is found and can be received.
However, it's still recommended that you stay away from using Corel's RAW converter. From what I understand, and I could be wrong as the technical information isn't necessarily readily available, but its RAW converter does the conversion from RAW then performs its edits. Most other RAW converters do the exact opposite they do their edits and produce the conversion from that giving you much better results. Besides the RAW converter that comes with your camera is usually the best one for it anyway if you don't want to pay money for a professional one.
Even if that isn't true and PSP does its edits on the RAW data as well, it still sucks. It's still very limited. And there are constant recommendations away from it.
Once you've converted the RAW file you can save it as a TIFF and import it into PSP for further editing if you think it needs it. PSP is still an excellent editing tool, just not every part of it is quite as useful.

I have also the same problem with Nikon D300S raw files. I have witten to Corel support and had answers. After many exchanges, the support asked me to send - on a ftp site a - "faulty" file. This raw image has been read correctyl with the support people, and thus were unable to give an answer.
I have also bought the PSP X3 ultimate, hopping to solve the problem. But it remains the same.
As the other people complaining with this problem, I have an Athlon processor. Is it the real reason?
I am looking forward to have a real answer some time in the future.

Did your Nikon D40 come with any software? I would think it did, and if so, use it to convert your DEF files to TIFF, then edit the TIFF files. FWIW I also am able to open the sample file you uploaded, on both my laptop running Vista, and my old desktop which uses an older AMD processor. I do not have any Nikon programs, or other RAW conversion programs installed.
Try doing a Google search for RAW conversion programs. Here's one I found quickly. It states that it supports Nikon D40..

I tried opening the raw file and was able to open it. Here's a screen shot.
