can someone confirm this? I have some files created in Paint Sho Pro X2 and now I am edit them in PSP X3. Can I later edit them in X2 again? Are there some new features in X3 that are missing in X2?

They should be the same. because the highest compatible file version is X2. There is no setting that says X3 compatible. But I suppose it is safer to have it properly checked. Just thought I'd throw that out there.

I needed to open in X2 only few images created/edited in X3 so I wanted to know if there is some limitation. So I was not sure about this.

Yes, the native profile of PaintShop Pro is compatible update to PSP version 5. You can set the file compatibility option when saving a file, make sure you select PSPIMAGE on the SAVE AS TYPE box, then click the OPTION button, then on the SAVE AS: option select the option that you prefer then just click on OK.
I included the screen shot of the SAVE box and the SAVE OPTION box below.
