I am attempting to import pspbrushes in X2 ultimate (this has previously worked) and I am getting an "internal program error:unspecified program error". I am running Windows 7 Ultimate. How do I fix it?

How are you trying to 'import' brushes?
Is the brush one of PS brushes?
If you have brush images, open the image in PSP. If it contains a white background then you will need to remove that with the magic wand. Copy the image and make a new image which will be on a transparent background. Crop close to the image and import as a brush tip. Just make sure that the image is not overly large.

Trueblue, white is transparent anyway. So if the background is totally white then there's no need to delete it. Especially since it fills in the transparent areas with white anyway.

PSP X2 is not compatible with Windows 7. You can visit http://www.corel.com/servlet/Satellite/ ... 4516325170, to know which version of the Corel Software is compatible with Windows 7.
There is a workaround for you to make old program works on Windows 7, however we cannot assure you this is a 100% fool proof. You can use the Windows 7 Program Compatibility and the Windows XP Mode with Virtual PC, which are both from Microsoft.
You can follow the steps for Windows 7 Program Compatibility from this link: http://windows.microsoft.com/en-US/wind ... of-Windows
You can download and install the Windows XP Mode with Virtual PC from this link: http://www.microsoft.com/windows/virtua ... nload.aspx.
You also want to consider upgrading your Corel software, since the latest version of PSP X2 is full compatible with Windows 7, you can download the 30 day full working trial at http://www.corel.com/trials.

X2 works just fine with Windows 7 in my experience. It may not be made for "compatability" but it's the not same thing as being completely incompatible with Windows.
I can even run a program I've had since Windows 95 just fine, without compatibility mode, on Windows 7.
If the brush is already a pspbrush then you don't need to import it. True it shouldn't be having these problems but the pspbrush format is readily readable by Paint SHop Pro with no need to import them.
In fact the help files say "The recipient should save the brush files to My Documents\My PSP Files\Brushes, or to the folder that contains custom brushes." when referencing the use of the PSPBrush format for custom brushes. It seems to suggest that jbr and abr files are what you should import. PSPBrush should just be put in the appropriate folder.
