Welcome to the forums!!!
However, to help you, we need a lot more information, starting with what the format of your original video is, what camcorder you used (brand and model) and things like that. We try to help but we are not mind readers!!!

The presets for H.264 is maxed at 18 mbps. If you want higher you need to use "same as first clip". That is OK for making a video clip, but the limit at 18-20 mbps remains when you try to burn. I can see why they might do that for AVCHD, but it is also the max for BluRay, which doesn't make sense.

I don't think 'Same as first clip' works with high def video. But I would be happy to proved wrong...
As for the maximum bitrate for Blu-Ray movies, I am pretty sure it is 35 Mbps though it could actually be higher. But that would be with mpeg-2 format.
The international standard maximum bitrate for AVCHD was increased a year or so ago to 24 Mbps. But if you burn an AVCHD hybrid disc on a standard def DVD, I think the max bitrate it can accept is 18 Mbps.

X3 allows you to produce Blu-Ray in both mpeg2 and H.264 formats. It won't allow you to burn H.264 at anything higher than 20 mbps though (allthough you can create H.264 video with higher bit rates). Mpeg2 discs can be burned at 35 mbps (and perhaps more).
