"Host compatibility: Photoshop 6/7, Photoshop Elements 2, Fireworks MX, Paint Shop Pro 7 (or newer)" means this plugin was created at a time when PSP/ and PS 6/7 was on the market, about 2002/2003. I personally wouldn't expect that it works in PS CS5.
It's same with Knockout2 (that also doesn't work any longer in PSPPX3 SP 3). Windows XP and 128 MB RAM means it was made about 2002 and it doesn't mean it will run on a XP machine with i7.

Yeah, Simone, you might want to get better resources than about.com. They're good, don't get me wrong, but they don't necessarily update articles that have already been posted very often. I couldn't see an upload date so as far as you know that reference is as old as the first version of Xenofex2, a plugin that has been updated since its original release.
Also, this plugin, works in my copy of PS CS5. On my Windows 7 64-bit i5 machine.
But I suspect that's because if you look at the actual website and not some outdated article that was probably made around the time of the first incarnation of Xenofex2 you'll notice that it not only claims to have been tested and verified to work with X2 but they also have versions that work with CS5 on 64-bit systems. They keep improving and making updates to these plugins, they aren't exactly the same as they were when they first came out. So your argument.....kind of moot.
Of course, even at that, when it was made has less of a bearing on when it should or should not work in Paint Shop Pro as opposed to how Paint Shop Pro deals with plugins itself. I mean it's not exactly like making plugins for Paint Shop Pro is well documented in the first place.

My version shows as 13.2.1.15, I have had no notification of a Service Pack 4 and when I do a manual check for updates, I am told there are no updates available. Do I have to manually download it and install it

For me, I had to ibstall all updates in order-from SP1 first to SP4 last.
