I'm sure I have done this sort of thing before (a long time ago) but cannot remember how to do it.
I have 2 images of a map of Greece, one (lets call it image A) which I want to use does NOT have the line where the border between Greece and Macedonia, etc is and the other one (lets call it image B) does have the border line. The 2 images are quite different but the outline of the country is much the same. Obviously firstly I need to have the two images to the same scale (size) which I have done.
I could try and draw the border freehand while looking at the other image but I would rather not as my copying skills are not good.
How can I use the image which has the border to overlay the other image (maybe as a transparency) while I 'trace' the border onto the image I want to use. I am thinking that I might need to use layers but cannot determine how to do that.

Just use selections. You can use any of the geometric shape selection to select the line then go up to the Edit menu and select Edit->Copy.
Go over to Image B and select Edit->Pase as New Layer.
This will place the selection on its own layer, then using the pick tool or move tools you can move it into place. The nice thing about this is you can adjust the opacity of the layer in the layers palette so you can make sure you get the location just right. Then using the eraser tool you can get rid of anything that doesn't match up on the line layer.

I used your instructions and it worked well.
I don't use PSP often and should use it more especially with layers so that I can remember better.
