Please could you explain how to use this effect. I know you have to put the effect on the clip that should be inserted in the background but how do I get background track behind it.

Well Picture-in-picture is quite a big subject and you haven't said exactly what you want to do - if all you want is a small Video/still in a window playing over a video/still then all you need to do is put the background in the top (main) video track and put the inset video/picture in the first overlay immediately below it and set it's size - no need to add anything. but did you mean you wanted to do something more complicated ?

You know how a picture is worth a thousand words? Open the Corel Guide (round button, upper-right corner having a down-arrow surrounded by dots). Look at the bottom for Vimeo, click on it. Then in the text description on the left, there is a hyper-link that will take you to Corel's channel on Vimeo. The link says:

The link I provided in the preceding sentence will take you directly to the specific video tutorial on using New Blue FX, the PiP.
