Title should really just be "plugins" as that's what you're asking about.
And the answer is just about everywhere you can get plugins for Paint Shop Pro. Some Photoshop plugins work because they use the plugin SDK and commands that Paint Shop Pro accepts. But unless they say specifically that they have been tested or made to work with Paint Shop Pro, don't assume they will work. And if they worked with previous versions of Paint Shop Pro it's very likely that they still do. I mean the 2DHyperClouds plugin is really old and I still have it.
