Well, first off you do it in a very similar fashion. I can show you one method that I use but don't think it's the only method. Actually I'll both write it up and do a video.

A number of the methods are the same.

First select an area of the original image, with no feathering, with the rectangle selection tool. Then on the layers palette, not the image, right-click on the background layer and at the bottom of the list select "Promote Selection To Layer." You can also just go up to the selections menu and select the same option if you prefer.

Now you have the copy of the image on the new layer.

Now with the selection still active go up to the menu bar and go Selection->Modify->Select Selection Borders it should be at the bottom.

In this dialog box give it a size of 10 pixels (it can be any size you want, but the video did 10 so I'm saying ten) make sure it's set to be in the outside, and since it's a rectangle you don't need anti-aliasing on but I leave that up to you. Hit OK and you should have a 10 pixel boarder around the image.

Select your fill tool (paint bucket), make sure your foreground color is set to white, and change the Match Mode for the fill tool to None, and select inside the selection. You now have your ten pixel white border.

Go ahead and select the selection by going up the Selections menu or hitting Ctrl+D.

Adding the drop shadow is easy you can , make sure the top layer is still selected here, go up to the Effects Menu and under 3D Effects choosing Drop Shadow. Or you can double click on the layer to bring up the layer properties dialog. Under layer styles, turn on the drop shadow option and adjust the values there. Using the layer styles allows you to change the drop shadow later if you want to.

Finally to change the background grey, you have two options. (Do not go to the Image menu and select greyscale, that removes color from the entire image not just the one layer). First option is to use the Hue/Saturation/Lightness dialog under the Adjust menu. This does a simple greyscale. The other option, the one I use most, is to use the Black & White Photo Effect Filter.

First select the background layer in the layers palette.

Next choose your method:
Adjust Option:
1) Go to the Adjust menu and select Hue and Saturation->Hue/Saturation/Lightness
2) In the dialog just drag the saturation all of the way down.
3) Your image is now grey.

Photo Effects Option
1) Go to Effects->Photo Effects->Black and White Film
2) Hit the suggest color button (this will adjust how dark or light different colors appear)
3) Adjust the brightness & Clarify sliders if you want to for some fine tuning
4) Hit okay and your image is now grey.

It's pretty much as simple as that.
