Increase frame rate in Ulead VS 10

I'm using my laptop as a screen for my PS3 and everytime i use it the framerate is always at 30 fps. I'm using Dazzle DVD Recorder DVC 100 and I want to know if it possible to increase the frame rate or is the frame rate is limited based on the capture device?

Which actually refers to slowing down but you use exactly the same procedure to increase speed - just go up in % instead of down
