Hi

X3 has a video filter called Rotosketch, seems to transform the video to Black and White graphics.

Download the trial version and give it a go.

It does not. With Ulead's MediaStudio Pro 7 they included a couple of applications, Video Paint and CG Infinity. With MSP8, they removed them, and offered both as a separate program, called VideoGraphics Lab. Sadly both have long since been discontinued. CG Infinity was a vector-based application. With both VS X2 and X3, Corel has built in, a function called Video Paint. It allows you to paint directly onto your videos. Not exactly the same as what was available with VideoGraphics Lab, but is close.
