Are you Capturing the video, or are you using the "Import from DVD/DVD-VR" option?
Is it stopping you from using the "Import" function, or is it importing, but you are not hering any audio on the imported video?
The AUDIO_TS folder is ok to be empty (or not even there), as it doesn't have anything in it for DVD Video discs. The audio should be combined with your video in the VIDEO_TS folder.
Are you using the Full or Trial version of VS9? The trial might not support Dolby Digital audio.

As you would have suspected, what's wrong with your case is 'dolby'. VS doesn't support Dolby Digital audio by default - you need to buy an add-on module (downloadable from ulead website). I hesitated for many months before buying it and it paid off, as VS version 9.0 supports it now. So, buy the add-on or the new version.

Let me ask you one more question: how do you determine that there's no audio being imported? One problem with the Ulead AC-3 audio support is that it can both decode and encode AC-3 audio, but this doesn't mean that other applications you might use to play your video / DVD can decode it.
If you use Windows Media Player for instance, you'll have to install the free AC3 DirectShow Filter. Alternatively, you can burn a DVD and try playing it on a standalone DVD player with built-in Dolby support.
