Common shell dll missing error

Whenver I double click on a graphic extension such as a .jpg or .png, it will not open the graphic in PSP X3. Rather I get the message that the common shell dll file is missing. This is happening on both my laptop and desktop computers.

I have opened Windows Explorer and tried to change the default program to open the file but it freezes and will not allow me to change the default program.

Does anyone know how I can correct this problem so I can double click on an image to have it open in PSP X3 or where I find the common dll shell that seems to be missing?

I am working with Windows 7, home premium edition.

Firstly, try going to File > Preferences > File Format Associations, select the file types you want to open by default in PSP, then click OK.
Did that fix the problem?
Have you used a registry cleaner lately? (If so, please stop using it).

Does this:

mean you right clicked on the JPG file and you did not get a dialogue box with several options, one of which should be:
"open with".
