reduce 3GB of DV AVI to 2MB?

I've got a 13 minute video that I would like to put on You Tube. It's within the 15 minute limit but at 3GB it's over the 2GB limit.

Is it possible to reduce the definition?

I'm using VS9

Reducing the bit rate will reduce the size, but it will also lower the quality. Of course, DV-AVI is known for its superior quality, but at large file sizes. Have you tried rendering to something else that's not so big? (MPEG-2, WMV, etc.)

VS9 try the Share-Share Video on Line and Best option, creates WMV
