How can I outline an object?

Pretty sure this has been addressed so I apologize...but, how can I put an outline around either a selection or an object? Also, how can I change the color of the outline if needed? I am running PIx3. Any advice greatly appreciated!

To place a border around a selection..
1. After you have your selection go to the Selection Menu>Border. Set the size of your border-width, the direction (inward/outward/both), and shape.
2. You can preview it, which I could not see the border applied in the preview. Click OK
3. Now go to Selection>Convert to Object. Once this is done, simply delete the object you just created, or just hide it to see the border.
4. IF you have Preserve Base Image set, it will not apply the border to your Base Image. For some reason PI will not apply the border if you duplicate your Base Image.
