Some of the FX filters in VSX3 offer the choice of using web-safe colors. Are web-safe colors an issue anymore when designing videos for the web? If the are, when should I be concerned?

Those are some really old filters. It is not an issue. It hasn't been an issue for many years. Relevant only to computers which support only 8-bit color. Such computers would be hard to find in a landfill in Antarctica.
