Is there any way to change the units on the measure tool? Or move the ruler dynamically so I can measure something accurately?

The ruler does not move that I'm aware of. To change the units, look in the lower-right at a group of icons, one looking like a ruler's graduated marks. Click on it, and in the menu that opens, you can change the units to Pixels, Inches or Centimeters.

Yes 3X is the same, in fact the screenshot above is from 3X. Currently I do not have PI 12 installed.
