Does anyone know how I need to set paintshop in order to change a photo to look like the attached pictures? Any help will be greatly appreciated.

Well these look handdrawn so you could trace the photos on an art-media layer with the pencil tool.
Or you could use the Black Pencil or Pencil Art Media effect filters to automatically do it for you.
The last method is a little more involved but not by much.
Duplicate the background layer and set it to greyscale (you can also use Photo effects Black and White film effect filter)
Duplicate this layer and apply the negative image function from the image menu.
Set this layer's blend mode to dodge. It should look mostly white now.
Go to the adjust menu and select either Guassian blur or Average. Adjust the sliders until you get the outlines that you want.

When I set the blend mode to dodge, the photo turns black. WHat am I doing wrong?

I had not been making the duplicate layers. Once I did that it all worked fine.
