Adjusting volume
In VS8 I have a project with multiple clips. The clips are portions of an interview. My problem is that the sound of the clips is quieter than the background music for the menu is louder than the movie clips. I would like to equalize the volume - either reduce to volume of the menu-background music or increase the volume of the clips.

Do you play video in your DVD Menus?
I have seen that UVS9 has some Video "alive" Menus, but I did not think that UVS8 did, and I have never heard sound from them.
I know when your creating a video in the time line, you can adjust the volume of the video and the music track, but this is so easy, I doubt if this is what your missing.
If your adding a First Play Video clip, then I create it specically with sound and music at the levels that I want, then I add it to the project as a separate video file.
If your memu music is too loud, use UVS to create a new file at a much lower volume. Then use this new music file.
Looking forward to your comments and extra detail on what it is your trying to do.

Go to audio view (large speaker icon - bottom left) and, assuming that you have the background music clip on the music (bottom) track - you will see a line appear in the center of your music track which you can then edit - it's called rubber banding. Play around with it until you achieve the desired result.
The same can be done with the video track if it has audio.
You should also get used to using the VS8 help file: Do a search for 'volume' under the 'search' tab and you will see a number of options avialable to you.

My understanding is that the audio volume is all over the place regarding the menu music, and the video clips. So if you adjust the volume while the menu is playing, when the video plays it's either softer or louder than the menu music. And if you adjust the volume for the video/movie, then when it goes to a menu, the volume is either softer or louder depending on which is higher. And then different menus might be using a different music track, so that makes it even worse...
What you want to do, as suggested by the OP, is "level" the audio across all your disc assets. This is what a "normalize" filter tries to do -- to bring the peak audio to a certain level (like 0db), and then everything else adjusts lower than that.
If you have a package that can "Normalize" the audio, then you can try to use that. Or you can play with the volume-level control for all your audio assets while you are building your disc...

In audio view (large speaker icon, bottom left), simply click on the track you wish to normalise and then click on the Audio Filter icon.
You will then be able to access the following filters:
Amplify
Long Echo
Normalize
Remove Noise
Stadium
Some of the above filters have further 'Options' which you can adjust.
This works for the entire track while the 'rubber banding' method as above gives you more control and also allows you to adjust the audio part of your video.

audio problems
Unfortunately, nothing is reflected in the time line. I added the video when I clickec on Share and Create Disc. That is where I added the components, including the video clips, the background music. I want the sound to be at the same volume but the menu background music is too loud.

At the Share > Create Disk stage, you need to have all the components of your video file complete and unified. This is not a good time to "add" other things.
"Add" what you need to add, Share > create a new video file, then empty the Timeline and Share > Create disk. From there you "Add Video" (and nothing else) and proceed.

I believe you are right, Bop. There is no adjustment options. However, when you get to the final step, you do have an option to "normalize audio". I have not tested it, but I do wonder if you check it, if it will make all audio the same volumn, including the menus.
