Color Masking
can this be done in Video Studio, Ex. I need to make flashes of light on certain parts of a body to show light, is this possible?

What version of VS are you using? Knowing this would greatly help in providing you with an accurate means of accomplishing it. If you're using VS Express, VS 2010, then no there's really no full editing capabilities.
Also to provide more info on your system, you can download the free program, Belarc advisor. I noticed that you indicate you're only running 1gig of RAM. For video editing, especially running Vista or WIn7, a minimum of 2 gig will make things a little more enjoyable.
