I am having some trouble grasping a few basics in VS Pro X3.
I have several dozen short video clips, all of which I want to set the audio level to about 10%, with my music track at 90%.
I can see how to adjust the level in the audio mixer, but this is tedious.
The online help references "Clip Volume Control" which I am supposed to find on the "Music & Voice Tab".
I cannot find a way to discover the Music & Voice Tab, not to be seen by me in V3.
In a nutshell:
1) I need to select all video clips
2) apply reduced audio level to same
3) no need for fades or envelopes, just moving the original video sound to background level (as opposed to mute)

I do not use X3, but the earlier versions did not have the ability to change all audio levels, it had to be applied to each clip in turn.
The volume levels can be set from Timeline View in the edit mode.
There is a volume level default as 100 %, Fade In / Out ramps and a Mute to the right of the preview screen.
As a work-round—
First empty the audio tracks.
Then render the project to a single file.
Adding this to the top timeline, adjust the volume once
Add the audio clips to the sound tracks to complete the project.

I don't use VSx3 either but in beta I don't remember this being possible either.
A work around would be to wait to do this at the end of your workflow. Once you are happy with the editing create a sound file of the entire project which will give you one sound file. You can mute all the clips then you only need to adjust the souns level of the newly created audio file.
The good thing about this is that you can also go though and adjust certain sections higher when you need to
