The organizer works fine in my desktop pc windows 7 64bit ultimate with same antivirus and firewall. Could the problem be in the oem windows home premium?

The error 1904 is not caused by our software, but is depended from following facts:
A. No Administrative Access
Before you install a program, a patch or an update and when ever you want to change something on your system, since Vista/Windows 7 you have to log in as administrator and the only way to get full administrator access is by turning of the User Account Control and right-click on a program, patch or update and go to "Run as Administrator". Otherwise, you will have problems working properly on your system.

B. old or wrong hardware driver
Check your hardware driver, especially the graphic card driver. (Therefore you get this ati...dll error)
C. Your DirectX version is too old
Check the version with
Start – Run (XP)/Search (Vista) and type “dxiag” and press the Enter-key. Click on “Display” and note the version.
Go to http://www.microsft .com and check which the current version is.
D. DivX Codec is missing
Go to Start – Control Panel – Add or Remove Software (XP)/Program and Features (Vista)
and check which version you have.
E. You didn’t disable your Defender/Firewall/Antivirus software while installing
F. other software, which also share the same DLL.

Error 1904 is not the problem anymore. I can install the software without any errors, the problem is that organizer doesn't remember the added folders and doesn't create LastDBTreeSel.PspCache file.

Turn off the UAC, re-start the machine, run PSP with right-click "run as administrator", go to Start ->search field and type "%appdata%, hit the Enter key.
Look if PSP has created that file. If not, then close PSP, delete the PSP folder in your AppData, hold the shift key down, launch PSP and confirm the restore of workspace. Look in your AppData if PSP has created a new folder there.

UAC has been off always. When i delete corel folder in appdata and restart psp with or without admin rights the LastDBTreeSel.PspCache file is created when add a folder to the organizer. When i restart psp the organizer doesn't remember the added folder but photos are listed in "all photos" folder, when i add another folder to organizer and restart psp the LastDBTreeSel.PspCache file has disappeared. Only way to make it come back is add a new folder in organizer and then scroll up and down the "all photos" folder. So organizer doesn't remeber the added folders even when LastDBTreeSel.PspCache file is in the appdata folder. In the "all photos" folder i can see all the photos i added.

Never heard of this before. Do you have PSPX2 installed on Win7? Maybe you should go back to WinXP/Vista and PSPX2 works again.
X2 had some problems with Win7.
