Make a circle text? I'm assuming you mean something like this
Image

Sure. Grab your ellipse tool and draw the circle the size you want and in the position you want.

Grab the text tool. Hover over the edge of the circle and the cursor should change to an "A" following a curve. This means you'll be attaching the text to the path and it will rotate around it. Click and type in your text. The text should rotate around the circle. Accept your changes and you're done.

If you want to remove the circle you could hide the layer that the ellipse is on, or you can change the stroke to a width of 0 and remove the fill color. That's up to you.

It's been the same way since I first bought version 9 I think. So it must be a settings problem.

Are you creating them as vectors? Anything else and it won't work they have to be vectors. Hold on let me look up some reference material.

This tutorial makes the text first and attaches it to a curve but the concept is the same. And it shows the actual settings and options you need to have to add the text to a curve. Hopefully you'll find this useful for figuring out what's going wrong.

That method works if you used the Preset Shapes tool with an Ellipse shape Key P. But If you used the Ellipse toll Key Q which has a circle or ellipse mode then you have to convert the circle to a path for the text to follow. The preset shape has a path by default. You do that by right clicking the edge of your circle and picking the convert to path. Path's are always clockwise unless you drag a shape inside out. so to make text run in the opposite direction you need to reverse the path. Again right click menu
