I have project I am working on.
This is what I want to do


Have a moving video of clouds moving

With in the clouds have a cut out to OVERLAY another video track

I have done a video of a kid flipping through tv channel and overlaying video OVER a tv screen

BUT this is a video moving with a cut out, almost like green screen

BUT how do I do a cut out of a green screen on moving videos?

If your signature is up to date you are using X2. What you want to do is called a moving path, and that feature is not available in any version of VS. However, X3 has included a NewBlue effect called a Picture-in-Picture (PiP) video filter which will probably do what you are looking for. You may want to download the trial and give it a try.
