Where do we find the New Blue Effects.
Where are the new blue effects in pro X3? Aren't they susposed to come with Video Studio. Mainly PIP

Look in the Video Filters (FX button down the right side of the preview window) drop-down menu. You should see the choices there. The PiP should be in the New Blue Video Essentials II folder.

Is there any settings to see the attachment?
Under my Control Panel's display options, everything is set to yes.

You're using a TBYB (trial) version? So now we need to establish if it is excluded from the trial version, which is possible since New Blue Effects are somewhat pricey. The Library Manager only contains a limited number of "libraries" once that limit has been reached you don't get any more.
HOWEVER the effects ARE still there and available but you have to select the ALL option.

Ok, check to see if the required files were installed. Go to C:\Program Files\Corel\Corel VideoStudio Pro X3\vft_plug, and look for the NB Video Essentials Filter files as shown in the screenshot, I missed highlighting the vft file for it.

Under all i still do not get New blue. It seems to have most files. What is the VFT file name that I should have. Try rebuilding your library by
1. Close VideoStudio
2. Delete the Directory
C:\Users\<your name>\AppData\Roaming\Ulead Systems\Corel VideoStudio Pro\13.0
3. Restart VideoStudio.
