Copy and Paste will place as new layer it dead centre in the image. Promote to layer will keep it in the same position but on a new layer.
But neither will not alter that original layer. Not a big user of Float as I prefer to have my selection on a new layer so that i can reposition as many times as I like. But float will float the selection allowing it to be relocated until defloated but its does alter the original. More like Cut and paste as against copy and paste

Thanks for explaining, Trev Bowden. I supposed a deeper secret behind that float. Okay, I always duplicate the layer and after move it to that place I want to have it.

@ Simone : because when you're done with paste, is when the bug comes out: you don't end up with a perfect copy of what you've copied, because a bounch of pixels are missing. If I understand correctly, Trev Bowden was trying to find a workaround to this problem before the patch was coming out, that is duplicating an area without using copy/paste. In spite of this, I found the bug persisting even trying to circumvent it through duplicating layers.

-> some pixels disappear.

Its the float that is causing the problem as I see it. Doing the selection and then doing cut followed by paste as new layer. Then selections none and move to position does not lose pixels in my tests

I personally find it much more difficult to reproduce this floating thing (even with a 5000% zoom). I was lucky to reproduce it twice but 99% of all tests fail.
Simple duplicating the layer, moving to the right place or choosing the Mirror and merging both is no problem.

I have this problem also.
Created a circle (any size) and filled it with black (raster layer).
Just make a selection (raster layer).
Right arrow (move one pixel).
Floating layer automatically created.
Then, "select none".
Floating layer automatically deleted.
Now missing bottom row of pixels.
Happens every time.
Without any zoom.

Curiouser and curiouser. My first thought on this was a Graphic card problem especially as both of the first examples where NVida cards so I tried it and got the same results. Now I was just going to repeat the test with screen caps to show th resulting steps but I cant repeat it. Each time i tried i don lose any pixels I set up guides to prove to my self that no pixels had disappeared.

My lost pixels, as in my last last screenshot, are always easy to see without the need for set up guides.
And it is not an intermittent problem. I always lose them.

It's true, the bug not always presents, and I didn't manage to isolate the exact conditions under which it does yet.
I did some tests to capture it in a movie and it took three tries to obtain this video where the bug occurs:

The only way I have it working (so far) is by using your workaround:
"If You have not yet discovered it Here is a work round. After making the selection instead of float. promote to a new layer then make original layer active and delete . Now use move or pick tool to move the top layer. No missing pixels. OK its a few steps more but you could script it and set it as a bound script called Float".

Its Rare that I use copy paste preferring to drag layers from the layer palette on to images But try also Select Cut then paste as new layer I don't think that will lose Pixels
