As far as clips and photos you simply import them into the library from where ever they reside on your hard drive. As for filters and effects you must copy the aft, vft, and vfx files from X2 to the appropriate folders in X3. For instance, in XP they typcially are located in C:\Program Files\Corel\Corel VideoStudio Pro X2 or X3.

The easiest way is to do it in 3 steps. This is to prevent VSX2 plug ins from over writing VSX3 plug ins.

1. Rename the folder
C:\Program Files\Corel\Corel VideoStudio Pro X3\vft_plug
to
C:\Program Files\Corel\Corel VideoStudio Pro X3\vft_plugX
2. Copy this folder
C:\Program Files\Corel\Corel VideoStudio 12\vft_plug
and paste it so that it becomes
C:\Program Files\Corel\Corel VideoStudio Pro X3\vft_plug

At the moment you now have a VSX2 plug in folder. Now to update that to include the new VSX3 stuff.....

3. Select all the files in your previously renamed folder
C:\Program Files\Corel\Corel VideoStudio Pro X3\vft_plugX
Paste them into
C:\Program Files\Corel\Corel VideoStudio Pro X3\vft_plug
replacing any existing files it finds in that folder.

Now repeat all that with the vfx_plug folders!
