PSPXI - See hand instead of tool, tools not working

As I said in the subject my cursor is turning into a hand and the tools are not functioning. For example, I'll open a photo and click on the sharpen tool. For a moment the sharpen tool appears, but when I actually click on the photo to sharpen, the tool turns into a hand and nothing happens. Same for the use of all tools. This isn't a constant issue, it comes and goes. I've ran three different types of virus/malware/adware software to clean up my computer. I've tried removing and reinstalling PSPXI (Version 11.20). The issue still comes and goes. My images start off RAW in Lightroom and then I save them as JPEGs and move them over into PSP for final touches. Any ideas? Thanks much.

Hit the spacebar.

Sounds crazy, I know. But hit the spacebar. It happens once in a while to me, the spacebar temporarily changes any tool into the pan tool for easy moving through an image without changing tools. But once in a while it automatically converts to the pan tool, so hitting the space bar forces it back into action.
