What program did you uninstall? Try running a search on your system, in the Program Files folder for that file. If you have other versions of VS, DVDMF, or even PSPP installed you will find this file in each of their respective folders. In a search on my WinXP system I have 22 of those files. They are not all the same size, or have the same dates.
You don't say what version of VS, however for VS X2 the file size is 333KB, for VS X3 it is 320KB.
I've zipped up that dll file and attached it to this post. Unzip it and move or copy it to the C:\Program Files\Corel\Corel Videostudio Pro X3 folder if you're using VS Pro X3, if not it would go in the Corel Videostudio 12 folder for VS X2.
