I teach PSP X3 and we're in the middle of a major project at the moment that absolutely requires not just a few guidelines, but many of my students have had to work with and align over 50 for what they are doing. What I have learned to do is this:
First, I simply (and quickly!) drag out a guideline from the ruler and then drop it anywhere on the page.
Next, I then drag the guideline to where I need it. This does give me an increased amount of time with which to work with the guideline. If this still doesn't work well, then I double click on the guideline in the ruler and then manually type in the exact location and this has been our "work around."
I too have had to deal with this since well before Windows 7 and Vista. My fingers are crossed!

That's funny - you could introduce a module on your course on how to work round the bugs in PSP!
Perhaps mouse dexterity and rapid hand-eye co-ordination are a course prerequisite?
